Kelly Shiohira is a prominent strategist and researcher who works across the value chain of planning, implementation and monitoring and evaluation to design, deliver and evaluate educational interventions, with a focus on low-income contexts. She particularly works in the areas of literacy, connecting education to the world of work, and the use of AI and Technology in Education. She has worked with funders, education departments and international development organisations on a range of large-scale successful pilots and programmes, and is well-recognised as an expert in interoperability, credential fluency and AIEd. Her past projects include a number of blended learning programmes for teachers and learners, including the Bridges to the Future South Africa 2 initiative, a literacy through technology programme in four African languages that won the UNESCO Confucius Prize for Literacy. Currently, Kelly is focused on the PSET CLOUD, an ambitious initiative to create an interoperable data ecosystem in South Africa, and the development of an AI student competency framework for UNESCO. Her recent publications include Understanding the Implications of AI on Skills Development, K-12 AI Curricula: A mapping of government-endorsed AI curricula, and Proceed with Caution: The Pitfalls and Potential of AI and Education. Kelly holds dual Masters’ degrees in International Educational Development from the University of Pennsylvania and African Languages and Linguistics from Rhodes University.
